The completion of Bennelong Bridge across Homebush Bay, is the result of many years of detailed planning and investigation. The planning process included comprehensive engineering and architectural designs, together with technical studies, such as traffic management, noise and vibration, and contamination reports.

An Environmental Assessment Report was submitted to planning authorities for detailed review and community comment in May 2012. Following detailed assessment, the project was approved on 22 March 2013 by the NSW Government, through the Department of Planning and Environment.

The approved plans for Bennelong Bridge were amended in early 2014 to increase the height of the landing point at Rhodes to enable pedestrian and cycle access under the bridge along the foreshore path.
